sections to be prepared and forwarded for submission to a
Consulting Engineer specializing in Tramway construction,
if possible, with experience in Tramways within the Tropics,
with a view to ensuring the adoption of the best and most
up-to-date methods of construction and working.

The Public Works Department would carry
out the constructional work, but it would be necessary to appoint a capable officer, with the rank and emoluments of an Executive Engineer and with experience in Tramway Con-
-struction, more especially as regards the electrical equipment required, to supervise the work. He would be appointed by the Crow Agents in the usual manner and would
be under the Director of Public Works.

I propose that, when completed, the Tramways should be operated in connection with the Railway Department, the staff of which should be capable of under- -taking the work, with some additional assistance. The Tramway Department could be located alongside the Railway Workshops, the latter being utilized for the execution of the necessary renewals and repairs to cars. By the transfer of the China Light and Power Company's present station and the acquisition of Messrs. Macdonald and Company's land (vide Sir Henry May's Despatches No. 209 of the 16th. July and Confidential of the 24th. August, 1918) the Government is now in possession of all the are coloured brown on the plan, which are well adapted for the erection of a
central tram depôt.

Kowlom is a very favourable area for a Tramway system. The main roads, which, as already stated, are being constructed with a width of 100 feet, are practically level, any gradients encountered being very moderate and extending over comparatively short lengths. Hill tramways will probably be required in course of time, but it is premature to consider them now. The scheme now
submitted is confined to the flat areas.
